The biennial International Conference on Cybernetics (CYBCONF)

provides a premier international forum for researchers and

practitioners to report the latest innovations, summarize the

state-of-the-art, and exchange ideas and advances in all aspects of

Cybernetics. Apart of the main track it includes special sessions

and plenary talks by invited eminent speakers. This year, we will

share the technical sessions with Japanese Society of Artificial

Intelligence (JSAI). In these years, JSAI attracts 2,000 to 3,000

attendees for their annual conference. The participants of CYBCONF

2021 are able to attend the technical sessions of JSAI, and the

participants of JSAI will attend the technical sessions of CYBCONF

2021 freely. We would like to share technical activities of

Cybernetics Part of IEEE SMC and JSAI in CYBCONF 2021. CYBCONF 2021

is organized by CYBCONF 2021 Special Committee, sponsored by IEEE

Systems, Man, and Cybernetics Society (SMC), and supported by IEEE

SMC Technical Committees. CYBCONF 2021 will be will be held

virtually in the Time Zone of Japan.

Originally CYBCONF 2021 would be hosted in Sendai. Date Masamune,

the first lord of the Sendai Clan (Han) in the picture of the

website header, established the foundation of Sendai. In 1600,

Masamune started to build his castle in Sendai and implemented new

plans regarding the layout and development of the city. The city

became so prosperous that a Spanish Ambassador described it as

being busier than Tokyo. Even today, you can see a panoramic view

of Masamune’s visionary town planning from the ruins of his castle.

The modern urban planning found in present-day Sendai would not

have been possible without the urban heritage from its great

founder.

Scope & Topics CYBCONF is a conference of Technical Committees of

Cybernetics in the SMC Society. The scope of these include such

areas as computational intelligence, computer vision, neural

networks, genetic algorithms, machine learning, fuzzy systems,

cognitive systems, decision making, and robotics, to the extent

that they contribute to the theme of cybernetics or demonstrate an

application of cybernetics principles. If your research keywords

are close to any of the following research topics, submit your
