It is our pleasure to invite you to participate in the 2nd IEEE International Workshop on Arabic and derived Script Analysis and Recognition (ASAR 2018), which will be hosted by the Alan Turing Institute, London, in collaboration with the LORIA laboratory (University Lorraine, France) and REGIM-Lab. (University of Sfax, Tunisia), and will be held in London (United Kingdom) on March 12-14, 2018.
ASAR 2018 is technically co-sponsored by IEEE Region 8, IEEE UK&IR section, IEEE Tunisia section, and IAPR.
The ASAR workshop provides an excellent opportunity for researchers and practitioners at all levels of experience to meet colleagues and to share new ideas and knowledge about Arabic and derived script document analysis and recognition methods. The workshop enjoys strong participation from researchers in both industry and academia.

FLINS, an acronym introduced in 1994 and originally for Fuzzy Logic and Intelligent Technologies in Nuclear Science, is now extended into a well-established international research forum to advance the foundations and applications of computational intelligence for applied research in general and for complex engineering and decision support systems. The principal mission of FLINS is bridging the gap between machine intelligence and real complex systems via joint research between universities and international research institutions, encouraging interdisciplinary research and bringing multi-discipline researchers together.
FLINS 2018 is the thirteenth in a series of conferences on computational intelligence systems. It follows the successful previous FLINS conference since 1994. All accepted papers (oral and poster presentations) in FLINS2018 will be published as a book by the World Scientific and it will be again included in the ISI proceedings as previous ones. Special issues of SCI indexed journals will be devoted to a strict refereed selection of extended papers. FLINS 2018 will be jointly held with the 11th International Conference on Intelligent Systems and Knowledge Engineering (ISKE2018).
Within the key theme of FLINS on computational intelligence and its applications, the main theme of the FLINS2018 conference is “Data Science and Knowledge Engineering for Sensing Decision Support”. The 2018 International FLINS Conference (FLINS 2018) provides an international forum that brings together those actively involved in areas of interest to Data Science and Knowledge Engineering with their applications in decision making problems under uncertainty and incompleteness to support sensible decision making in different areas. The conference will feature plenary talks given by world renowned scholars, regular sessions with broad coverage, and special sessions focusing on popular topics.
FLINS2018 invites submissions related to all aspects of computational intelligence and its application, specially within the following four research fields, which can be theoretical formalisms, methodologies; algorithms investigation, survey or practical applications: 1) Contributions on development of models, algorithms and systems to handle multiple and heterogeneous information for sensing decision making purpose. The approaches could be either numerical or symbolic, or both; could be based on fuzzy/possibility theory, neural network, genetic algorithm, rough set theory, different varieties of machine learning/data mining methods, probability theory and belief function theory, and different varieties of logic based approaches (classical logics or non-classical logics); 2) Contributions on investigating, reviewing and assessing the principles, explanation, and strategies on how humans represent and use incomplete and uncertain data and knowledge from a cognitive science perspective; 3) Contributions on investigating, reviewing and assessing the principles, algorithms, methodologies and tools on how artificial intelligence can help in data science, data mining, big data, machine learning, and predictive analytics; 4) Especially welcome written contributions representing advanced theories and innovative applications in computational intelligence as well as the integration of both quantitative and qualitative formalisms and modelling approaches in science, engineering, business and education.

La fecha límite para el envío de ponencias, asociadas a este llamado, es el * 24 de octubre de 2017 *. Dicha fecha aplica también para las propuestas de organizar sesiones invitadas. Información detallada al respecto puede encontrarla presionando sobre la opción "Sesiones Invitadas" que se encuentra en el menú principal del Web site de la conferencia. Las otras fechas límites se encuentran en el sitio web de la conferencia. Para enviar la propuesta de su artículo, por favor, presione sobre la opción "Autores" que se encuentra en el menú principal del Web site de la conferencia. Las Memorias de CISCI/SIECI han sido indexadas por Elsevier/Scopus desde el año 2005. Las Memorias del 2018 también serán enviadas a Elsevier/Scopus. Las ponencias de CISCI y SIECI serán en español o portugués y las ponencias de WMSCI serán en inglés. Los participantes de cualquier conferencia pueden asistir a todas las sesiones de las otras conferencias o eventos que se estén llevando a cabo simultáneamente en el mismo espacio y al mismo tiempo. El proceso de selección de las invitaciones para ponencias regulares y/o plenarias invitadas se hará entre las ponencias que lleguen, se acepten y cuyos autores se inscriban con suficiente antelación, ya que ello requiere, además de la usual revisión por pares, de la revisión del CV del autor inscrito. Los autores de las ponencias regulares invitadas podrán (opcionalmente) escribir el respectivo artículo en cuyo caso se publicaría en la memorias de las conferencia, y los autores de ponencias plenarias podrían también escribir sus ponencias en artículos que se publicarían tanto en las memorias como en la revista. Estas presentaciones y publicaciones de artículos invitados (asociados a esas presentaciones) no tendrán costo adicional al de la inscripción requerida para la presentación regular del trabajo aceptado mediante evaluación de pares. Abrir estas opciones es una de las razones por las que tendremos varias fechas límites para el envío de ponencias. Habrá al menos una *sesión plenaria* de CISCI 2018 (sub-plenaria en el contexto de WMSCI 2018). La selección de ponentes plenarios se hará entre: 1) los primeros que envíen sus propuestas (debido a lo arriba mencionado), y 2) quienes estén dispuestos a hacer una ponencia invitada adicional que esté orientada a una audiencia multi-disciplinaria y/o que tenga el potencial de generar comunicación inter-disciplinaria. Esta segunda presentación plenaria no tendrá costo adicional. En forma similar, y de acuerdo a lo informado arriba, se seleccionarán entre los inscritos a aquéllos cuyos trabajos hayan sido evaluados entre los mejores para invitarlos a presentar otra ponencia (invitada) sin costo adicional, en la que presentarían su ponencia regular disciplinaria para los efectos de una comunicación inter-disciplinaria. En consecuencia, los que envíen sus propuestas con suficiente antelación (por ejemplo usando las fechas límites de este llamado) tendrán mayores probabilidades de ser seleccionados para hacer una segunda presentación (y publicación) sin costo adicional. Se aceptarán propuestas tanto para ponencias presenciales como virtuales. Estás últimas estarán apoyadas por comunicación asincrónica, mediante foros electrónicos y presentaciones electrónicas (video, PowerPoint con o sin audio, etc.), si así lo decide el ponente, además de la presentación de la ponencia propiamente dicha en PDF para los efectos de que sea insumo del respectivo foro virtual. Todas las propuestas para ponencias, tanto presenciales como virtuales, se revisarán en base a los mismos procedimientos y los artículos aceptados serán publicados tanto en la memorias en papel como en la electrónica, en CD. Los artículos y resúmenes extendidos recibidos serán sometidos a tres tipos de revisiones, a saber: 1) anónimas ("double-blind") por parte de al menos tres revisores, 2) no-anónimas ("non-blind"), y 3) participativas a través de pares que hayan enviado un artículo o un resumen en la misma área o el mismo tópico de la conferencia. Para que una ponencia sea aceptada debe tener esa recomendación tanto de parte de los revisores anónimos como el de los no-anónimos. Habrá sesiones virtuales pre-conferencia y post-conferencia (mediante foros electrónicos) asociadas a las sesiones presenciales establecidas en el programa de la conferencia. De esa manera, los artículos podrán ser leídos antes de la conferencia propiamente dicha, y el lector podrá interactuar con el respectivo autor desde siete días antes de la conferencias, y después de la misma. Los autores también podrán participar en evaluaciones participativas ("peer-to-peer") de los artículos que han sido presentados en su sesión. Los autores de trabajos que hayan sido aceptados para su presentación en la conferencia y que tengan al menos un autor inscrito en la misma tendrán acceso a los resultados de las revisiones y evaluaciones de sus respectivos artículos para los efectos de tener insumos que les permitan mejorar la versión final de sus trabajos y/o sus respectivas presentaciones en la conferencia. Será otorgado un reconocimiento al mejor trabajo presentado en cada una de las sesiones de la conferencia. Los artículos galardonados y las evaluaciones que se hayan hecho de todos los artículos servirán de base para la selección de los mejores 20% – 30% de los trabajos presentados, los cuales serán publicados en la Revista Iberoamericana de Sistemas, Cibernética e Informática (RISCI; http://www.2018iiisconf.org/ Si usted está interesado en organizar una sesión invitada, llene, por favor (a través de la opción de menú "Sesiones Invitadas"), la respectiva forma en el sitio Web de la conferencia. Al pre-aprobarle dicha sesión, usted recibirá una clave que le permitirá ingresar y modificar los datos relativos a los artículos de su sesión invitada.
