 Extreme Learning Machines (ELM) aim to break the barriers between the conventional artificial learning techniques and biological learning mechanism. ELM  represents a suite of (machine or possibly biological) learning techniques in which hidden neurons need not be tuned. ELM learning theories show that very effective learning algorithms can be derived based on randomly generated hidden neurons (with almost any nonlinear piecewise activation functions), independent of training data and application environments. Increasingly, evidence from neuroscience suggests that similar principles apply in biological learning systems. ELM theories and algorithms argue that “random hidden neurons” capture an essential aspect of biological learning mechanisms as well as the intuitive sense that the efficiency of biological learning need not rely on computing power of neurons. ELM theories thus hint at possible reasons why the brain is more intelligent and effective than current computers. ELM offers significant advantages over conventional neural network learning algorithms such as fast learning speed, ease of implementation, and minimal need for human intervention. ELM also shows potential as a viable alternative technique for large‐scale computing and artificial intelligence.

 

The main theme of ELM2016 is: Big Data, Hierarchical Machine Learning and Biological Learning

 

Organized by Nanyang Technological University, Singapore, and co‐organized by University of Oxford, UK, and Tsinghua University, China, ELM2016 will be held in the beautiful island‐country of Singapore. This conference will provide a forum for academics, researchers and engineers to share and exchange R&D experience on both theoretical studies and practical applications of the ELM technique and biological learning.

Accepted papers presented in this conference will be published in conference proceedings and selected papers will be recommended to reputable ISI indexed international journals.

Special Issue on

Z-numbers theory and its applications

 

I. AIMS AND SCOPE

 

Real-world information is imperfect. On the one hand, such

information is often characterized by fuzziness. This implies that

we often impose soft constraints on values of variables of

interest. On the other hand, real-world information is

characterized by partial reliability. Indeed, any estimation of

values of interest, be it precise or soft, is subject to the

confidence in sources of information – knowledge, assumptions,

intuition, envision, experience – which, in general, cannot

completely cover the whole complexity of real-world phenomena.

Thus, fuzziness and partial reliability are strongly associated to

each other. In order to take into account this fact, L.A. Zadeh

suggested the concept of a Z-number as a more adequate formal

construct for description of real-world information.

 

Many numbers, especially, in fields such as economics and decision

analysis, are in reality Z-numbers, but they are not treated as

such, because it is much simpler to compute with numbers than with

Z-numbers. Basically, the concept of a Z-number is a step toward

formalization of the remarkable human capability to make rational

decisions in an environment of imprecision and uncertainty.

 

The concept of a Z-number has a potential for many applications,

especially in the realms of computation with probabilities and

events described in NL. Of particular importance are applications

in economics, decision analysis, risk assessment, prediction,

anticipation, planning, biomedicine and rule-based manipulation of

imprecise functions and relations.

 

The aim of this special issue is to collect the most recent

outstanding theoretical and practical contributions to the

Z-number concept. It will attempt to cover the issues related to

using Z-numbers in control, decision analysis, system analysis,

modeling etc. These contributions will represent an advance in the

state-of-the-art of computation with Z-numbers including models,

algorithms, methodologies and applications.

 

We will select high quality papers that pay attention to new

methodologies to deal with the emerging problems and technologies

(big data, system of systems, Z-reasoning, Z-forecasting, …)

together well-established problems (classification and regression,

clustering, time series, data mining, intelligent automation,

hybrid systems), with the aim of collecting novel and creative

proposals involving new avenues for research in the field of

Z-number.

NAFIPS Early Career Awards

The Board of Directors of the North American Fuzzy Information

Processing Society (NAFIPS) is happy to announce that this year, two

researchers will receive the Early Career Award:

 

Dr. Luciana Takata Gomes, Department of Physics, Chemistry and

Mathematics, Federal University of Sao Carlos – UFSCar, Sorocaba,

Sao Paulo, Brazil, and

 

Dr. Francisco Zapata, Instructor, Department of Computer Science,

University of Texas at El Paso, and Service Information Developer,

Hewlett Packard Enterprise Services.

 

This award is given to researchers within 5 years of their PhD

defense. Each awardee is expected to give a highlighted

presentation of his/her research at the next year's NAFIPS

conference — in this case, at NAFIPS'2017.

 

Dr. Gomes defended her PhD dissertation in 2014 on Fuzzy

Differential Equations. Her list of publications includes a

Springer book and 10 papers in academic journals and in the

proceedings of peer-refereed conferences, including 3 published

after her PhD defense.

 

Dr. Zapata defended his PhD dissertation in 2013 on Partial Orders

for Representing Uncertainty, Causality, and Decision Making:

General Properties, Operations, and Algorithms. His list of

publications includes a research monograph and 26 papers in

academic journals and in the proceedings of peer-refereed

conferences, including 15 published after his PhD defense.

 

Both received the Outstanding Paper Awards at the NAFIPS'2015

conference.

2016 12th International Conference on Natural Computation

 

We cordially invite you to submit a paper to the upcoming 2016 12th International Conference on Natural Computation, Fuzzy Systems and Knowledge Discovery (ICNC-FSKD 2016), to be held from 13-15 August 2016 in Changsha, China. The submission deadline is 16 May 2016.

 

Changsha, the capital of Hunan Province, is a historic and cultural city in southern China and a busy port on the Xiangjiang River, with a population over 6 million. Founded over 3000 years ago, the city became the capital of the Zhou state (951-960 AD) and a leading commercial center during the Song dynasty (960-1279 AD). Changsha International Airport is easily accessible with direct flights to all major domestic and some international destinations. Other famous tourist destinations in Hunan include the Zhangjiajie National Park (natural heritage listed by the UN) and Fenghuang (Phoenix) Ancient City.

 

As with the past ICNC-FSKD conferences, all papers in conference proceedings will be submitted to both EI Compendex and ISTP (ISI Proceedings), as well as IEEE Xplore (all previous ICNC-FSKD conferences from 2005 to 2014 have been indexed in Ei Compendex). Extended versions of selected best papers will appear in SCIE-indexed international journals, such as Swarm and Evolutionary Computation (Elsevier, SJR: 4.638), Applied Soft Computing (SCI/Elsevier, Impact Factor: 2.810) and Journal of Computer and System Science (CCF BIF: 1.2), as well as EI-indexed international journals with 100+ papers (5 SCI-indexed and 3 Ei-index journal special issues for ICNC-FSKD 2015 invited more than 120 extended papers. The reviews are expected to complete in June 2016). ICNC-FSKD 2016 is technically co-sponsored by the IEEE Circuits and Systems Society (pending).

 

ICNC-FSKD is a premier international forum for scientists and researchers to present the state of the art of data mining and intelligent methods inspired from nature, particularly biological, linguistic, and physical systems, with applications to computers, circuits, systems, control, robotics, communications, and more. This is an exciting and emerging interdisciplinary area in which a wide range of theory and methodologies are being investigated and developed to tackle complex and challenging problems. The registration fee of US-D460 includes proceedings, lunches, dinners, banquet, coffee breaks, and all technical sessions.

 

To promote international participation of researchers from outside the country/region where the conference is held (i.e., China’s mainland), researchers outside of China’s mainland are encouraged to propose invited sessions. An honorarium of US-D400 will be enjoyed by the organizer(s) for each completed (with at least 6 registered papers) invited session. The first author of each paper in an invited session must not be affiliated with an organization in China’s mainland. "(Invited Paper)" may be added below the title of each paper in the invited sessions. Invited session organizers will solicit submissions, conduct reviews and recommend accept/reject decisions on the submitted papers. Invited session organizers will be able to set their own submission and review schedules, as long as a set of recommended papers is determined by 3 June 2016. Each invited session proposal should include: (1) the name, bio, and contact information of each organizer of the invited session; (2) the title and a short synopsis of the invited session.
